This simple alcoholmeter, is used for assessing the alcohol content of spirits. It has a scale reading from 0-100% alcohol, the lower ranges of which are too closely bunched together to be of use to home beer and wine makers. It would normally be used, in those countries where home distillation is legally permitted, to measure the strength of home distilled base spirits.
Whilst it is graduated from 0-100%, its accuracy is limited below about 30% alcohol and, as such, it is not really suitable for testing the alcohol content of wine or beer. A vinometer should be used to test wine and the alcohol content of beer, lager or cider should be calculated from your hydrometer readings.
